Owhiro Bay School and the Association had been working to establish a Kindergarten on the grounds of OBS (Owhiro Bay School) since 1995. In 2009, the Association determined to build the kindergarten using its own funds. From the beginning, the relationship between the school and the Association was pivotal, with the focus being on building a “Learning Community”. This influenced the design and situation of the kindergarten, so that a close relationship could be nurtured between the two facilities. The school and the Association were committed to providing high quality learning experiences for infants, toddlers, and children. The aim was to create a community of learners from birth onwards, making the kindergarten and school the hub of the community, focused on celebrating children. This aim and the relationship between the parties were reflected within the Vision Statement:
